On the 14 June last, the Administrator of the Straits Settlements transmitted to Lieutenant Governor Whitehead a copy of Your Lordships' Despatch No. 1964 of the 28th March and requested to be received the Convicts.
That payment at the rate of $4 per month for their maintenance might be made by the Straits Settlements.
3. As will be seen from Attorney General Pannafote's opinion of 29 July 1871, the matter was one of legal difficulty. The Colony, as may be supposed, was not desirous of maintaining in Singapore a number of Convicts whose best years had been spent on Public Works in that government, especially when the cost named by Colonel Anson was almost double what it would be in Hong Kong. While at the same time, according to Mr. Pannafote, there were doubts as to the authority for bringing the men back here and causing them to complete their respective terms of punishment.
